HUNTON HOUSE CONSTITUTION

HUNTON HOUSE CONSTITUTION

(ratified by the University Student Governance Committee)

(As of August, 2012)

 

PREAMBLE

We, the residents of Hunton House, in order to manage the affairs of the House, to determine by-laws, rules and regulations for the conduct of the residents and to clarify the rights and responsibilities of each resident individually and all residents collectively, establish this constitution as provided for in the University’s Disciplinary Structure.

 

ARTICLE I - THE HOUSE COUNCIL

GENERAL

There shall be a House Council which shall draw up a House Council Constitution establishing membership, offices, mode of election, basic duties and by-laws, and rules and regulations for the conduct of the residents of the House.

VESTMENT OF POWER

1. The administrative Council shall be vested in the Hunton House Council, hereafter referred to as “Council”.

2. The purpose of Council shall be to direct the affairs of Hunton House with the support of House Council fees, which are collected each fall. The House Council shall levy fees for the purpose of running the house. The amount shall be subject to review from time to time by Council.

MEMBERSHIP

Membership of the House Council shall include the Don(s) and monitors and ex-officio who shall be non-voting members. 

Includes:

1. House President

2. Vice President

3. Seceretary-Treasurer

4. Social Chair(s)

5. Judicial Chairperson

6. Appeals Chairperson

7. SAC, Food and Housing representative, Intramural Sports representative and Eco representatives

As per Section C of the Hunton House By-Laws: All members of the House Council are required to sign a form of Confidentiality before incoming students arrive for the academic year. House council members told information in confidence must keep this information totally and completely confidential, unless it is shared with other members of the House Council who have also signed the aforementioned form. Any House Council member found to have divulged personal information held in confidence will receive a fine of no less than $200.00 (Subject to larger fine after review by the Judicial Chair and his/her committee).

ELECTION OF MEMBERS

Representatives shall be elected to House Council by secret ballot meetings called and presided over by the House President. These elections shall take place in the early fall.

DUTIES

1. Draw up and present to the House, and revise as is necessary, the House Constitution.

2. Formulate the House by-laws, rules and regulations.

3. Ratify the House Judicial Committee and the House Appeals Committee.

4. Appoint or elect any necessary committees and oversee their work.

5. Appoint a First Year Student Representative, SAC Representative, Health and Fitness Representative, Food and Housing Representative, Quarter Representative for each floor, Intramural Representative, Eco Representative, House Bottle Representative

ELIGIBILITY

All House residents, with the exception of the RAs, shall be eligible for election as President or to House Council.

REMOVAL OF MEMBERS

Members are required to attend all meetings. Failure to attend meetings without adequate excuse may be cause for dismissal from Council. Unsatisfactory members, as cited by residents or Council may also be dismissed by Council.

MEETINGS

Attendance at House Council meetings shall be mandatory for all resident of Hunton House. Spectators may only observe, they may not participate, vote or make comments in meetings, unless asked. Spectators must enter the meeting before it is called to order, and may not leave until the meeting has been adjourned.

The House Council shall meet regularly at the call of the House President or delegate, who will be the Vice President and shall preside at all meetings. Special meetings may be called by the Don(s) every two weeks if necessary. Special ad-hoc committees may be invited by House Council to talk on behalf of the residents they represent.

PROCEDURES

Council shall meet the following rules for motions:

1.a) voting in Council shall be done on a “show of hands” basis, unless otherwise requested.

b) a majority shall be considered as a fifty percent plus one vote.

c) when negative votes outnumber affirmative votes, the motion in question shall be defeated.

d) members ex-officio shall not possess a vote at any meeting on any topic.

e) the President shall not have a vote, except in the case of a tie.

f)the Vice President shall not possess a vote at any meeting on any topic.

2. Order of business at Council meetings shall be as follows:

a) call to order

b) reading of minutes

c) secretary/treasurer’s financial report

d) old business

e) motions and new business

f) adjournment

MINUTES OF MEETINGS

Minutes of each meeting of House Council shall be kept by the Secretary/Treasurer and after signature by the House President and by the Secretary/Treasurer shall be posted within 72 hours, on each floor bulletin boards and sent to all residents via email. Members of the House Council shall report on the business of the Council to the residents they represent.

QUORUM

A quorum of House Council meetings shall consist of 50%+1 resident.

BY-LAWS

The House Council shall formulate and present to the House at a general meeting during the first week in October such By-laws, rules and regulations or revisions thereof, as are needed to govern student life in residence in order to:

1. Protect the rights and privileges of individual residents (e.g. privacy, sleep or study without interruption, freedom from harassment or bodily harm, etc.).

2. Establish appropriate conduct for residents in general.

N.B. The rules, regulations and policies shall specifically prohibit activities of a particularly dangerous nature (e.g. misuse of fire equipment, throwing of bottles or similar missiles, breaking of windows, vandalism, etc.).

The By-laws, once established, remain in effect, as does this Constitution, from year to year, unless properly revised, replaced or repealed.

GENERAL HOUSE MEETINGS

General House meetings shall be called by the President upon the request of:

1. The Don(s)

2. The House Council

3. Any member of House Council

4. Any five residents of the House

Where possible, due notice of at least four days of such meetings shall be given.

 

ARTICLE II - OFFICERS

There shall be three primary House Executive Officer Positions: The House President, the Secretary/Treasurer, and the Social Chair(s). The Judicial and Appeals Chairs are not primary House Executive Officers but they attend executive meetings and share executive responsibilities during the year.

ELECTION OF MEMBERS

The President, Vice-President, Secretary/Treasurer and Social Chairs shall be elected on the same ballot by and from the residents of the House before the Week of Independent study.

1. The election shall be by secret ballot.

2.The candidate who obtains 50% + 1 of the vote will be elected.

Nominations for all positions must be received by the current House Council at least 5 days before the election is to be held and a list of candidates shall be posted in a convenient place in the residence by the House Council at least 48 hours before the election is to take place.

DUTIES OF OFFICERS

President:

1. Chief Executive Officer of the House

2. Call and preside over House Council and General House Meetings

3. A liaison between the residents of the House and the Don(s) and/or the Director of Student Life

4. Responsible for developing strong interaction between floors.

Vice-President:

1. In the absence of the House President, the Vice President shall assume his/her duties.

2. To assist the President in his/her duties

3. Responsible for developing strong interaction between floors.

4. Organize several major charity events throughout the year.

5. Create and maintain the Hunton House website (with help from other exec for initial creation before frosh week)

6. Design and order house clothing.

7. Ensure that internal representatives (eco-rep, frosh rep, housing rep etc) are performing adequately.

Secretary / Treasurer:

1. Keep the minutes of House Council and General House Meetings and ensure that a copy is posted on each floor bulletin boards and emailed to residents within 72 hours, and that copies are forwarded to the Don(s) if requested.

2. Responsible for all financial matters of the House Council and to keep accurate and current records of the Councils finances which shall be presented at meetings of the House Council.

3. Post a proposed budget report and send to Dons within the first month of the school year. This must be followed by a current budget report before Christmas and a final budget report before the April exam session.

4. Responsible for developing strong interaction between floors.

Social Chair(s):

1. Elected on the same ballot as the President and Secretary/Treasurer.

2. Responsible for planning and executing all House social activities.

3. Responsible for developing strong interaction between floors.

4. Responsible for informing all House residents of activities.

SUB-EXECUTIVE

Judicial Chair:

1. Appointed by a Committee consisting of the Don(s), outgoing House President and outgoing Judicial and Appeals Chairs and an impartial student representative from the house who will be living in Hunton House the following year through an interview process before Room Draw.

2. Regarding summary fines, collects all fines levied within one week of notice of fine unless alternate arrangements have been made. Regarding fines and other penalties levied at Judicial Committee hearings, ensures that all are carried out by the specified date.

3. Hands over all fines collected to the Secretary/Treasurer.

4. Presides over all Judicial hearings in the House.

5. Oversee Room Draw at end of year.

6. Act as liaison between Executive and House Committees (e.g. Recycling Committee, Clothing Committee, etc.) and, in event of complications, can assume responsibility of said Committees until problems are resolved.

7. May assist in electoral matters such as vote counting at request of Appeals Chair.

8. Assist other Executive members as necessary.

Appeals Chair:

1. Appointed by a Committee consisting of the Dons(s), outgoing House President and outgoing Judicial and Appeals Chairs and an impartial student representative who will be living in HUnton House the following year through an interview process before Room Draw.

2. Presides over all appeals committee hearings

3. Perform the duties of House Returning Officer, overseeing all House elections.

4. Preside over annual Constitutional Review Committee, to be formed one month prior to end-of-year deadline.

5. Act as liaison between Executive and House Committees (e.g. Recycling Committee, Clothing Committee, etc.) and, in event of complications can assume responsibility of said Committees until problems are resolved.

6. Assist other Executive members as necessary.

7. Is the head of the House Clothing Committee. To take residents’ orders and process in ordering clothing from a company.

8. Receives nominations for positions for the following year.

MASU Representative

1. Elected by house residents to act as an intermediary between Hunton Residents and the MASU. 

2. Attends all MASU meetings and relays any pertinent information to house residents at the next house meeting.

Food Committee / Housing Committee Representative

1. Elected by house residents to act as an intermediary between residents and university staff regarding concerns of the house pertaining to housing conditions including food and nutrition concerns.

Quarter Representative:

1. Issued sum by Secretary-Treasurer for quarters at beginning of year, on a revolving basis (i.e. $20 in bills to $20 in quarters to $20 in bills, etc.) Responsible for returning this sum to the Secretary-Treasurer at the end of the year.

Eco Representative:

1. Recycling Representative - shall refer to a student appointed by House Council to oversee recycling duties of the floor recycling representatives.

2. Duties of Recycling Representative:

a) to ensure that there are appropriate labelled boxes on each floor corresponding to House bins which shall include bins for (1) can and glass (2) wet waste, and (3) dry waste;

b) to communicate any concerns to the Housing Manager who coordinates the University’s Recycling program;

c) to ensure that the money made from recycling is returned to the House account by encouraging recyclables to be taken to designated area in house lounge;

d) to be aware of changes in the Recycling programmes as they occur and to maximize the effectiveness of recycling in the House;

e) early in the year, to announce to the House recycling procedures and the financial and

environmental advantages of recycling.

f)to act as Hunton House’s representative for C3

Intramural Sports Representative:

1. Appointed by previous years Representative after Executive elections and before April Exams start

2. Responsible for posting sign-up sheets for sports on his/her door

3. Responsible for posting intramural sport schedule on bulletin boards on each floor

First Year Representatuve

1. Must be appointed before September 30th.

2. Responsible for promoting healthy relationshps between floors.

3. Responsible for promoting healthy relationships between first year students and upperclassman.

4. Responsible for representing the opinions and concerns of the frosh.

 

ARTICLE III - ROOM ALLOCATION RULES

A special right of being a member of the Executive is being given priority in the room draw. The members will have the choice in the following order ensuring one primary Executive (President, Social Chair and Secretary/Treasurer) member is on each floor:

1. President

2. Vice President

3. Secretary-Treasurer

4. Social Chair(s)

4. Judicial Chair

5. Appeals Chair

 

ARTICLE IV - HONORARIA

President $600

ARTICLE V - HOUSE JUDICIAL COMMITTEE

PURPOSE

1. The Judicial Committee shall function as a judge in the question of a by-law infraction within the House.

2. Hear testimony concerning a reported by-law infraction and appropriate University

regulations. Accused is considered innocent until proven guilty.

3. Residents and non-residents alike are subject to decisions of the Judicial Committee.

MEMBERSHIP IN

1. Five voting members and one non-voting Chairperson.

2. Judicial Committee members to be selected by September 30th upon written application and interview if number warrants by the Judicial Committee Chairperson.

3. The Committee must be ratified by House Council.

4. A Don shall attend meetings as a non-voting member.

5 A secretary is to be chosen. He/She should be from within the Committee.

6. An alternate member may be appointed if the response to applications is adequate.

7. Case deliberations are totally and completely confidential. See number 15 of section C of the Hunton House By-Laws for more information.

PROCEDURE

1. The accused person and accuser shall be sent a subpoena in writing at least 48 hours before they are expected to appear before the Judicial Committee.

2. The Judicial Committee must meet with the Judicial Chair within one week of the laying of a charge. If the accused pleads innocent, the Judicial Committee will follow Judicial Hearing procedures.

3. The verdict of the Judicial Hearing must be in writing and signed by the Accused, the Plaintiff and the Judicial Chair. There will be one (1) signed copy of the Judicial Committee Hearing Report sent to the Judicial Chair.

4. If the accused fails to appear, without adequate reason, he/she will be tried in absentia. Adequate reason may result in postponement of the hearing at discretion of the Chairperson.

5. House members may be present during the hearing. The Chairperson reserves the right to dismiss any or all persons present. Only committee members will be present during deliberations and decisions.

6. The Judicial Chair will submit all fines collected to the Secretary/Treasurer when the fines have been received. The Secretary-Treasurer will sign the Notice of Charge form, indicating that full payment has been received.

7. If Charges are laid that require a hearing during the Christmas exam period, the Judicial Committee reserves the right to hold the hearings over to the next term. Any held-over trials must take place within the first week of the second term. The accuser and the accused person are subject to the hearing date set by the Judicial Committee.

8. If charges are laid that require a hearing during the April exam period, the Judicial Committee has the right to organize the hearings according to their availability up to and including the last day of exams. The accuser and the accused person are subject to the hearing date set by the Judicial Committee. Regardless of the date of the Hearing, any fines levied must be payed within one (1) week or before the date of departure of the accused (whichever comes first).

APPEAL

Within 72 hours of a decision of the Judicial Committee, the accuser or person tried and charged by the Judicial Committee may appeal his/her case to the House Appeals Chair.

 

ARTICLE VI - HOUSE APPEALS COMMITTEE

PURPOSE

This committee will be established in Hunton House, and will be the final appeal body for all matters arising from decisions of the Residential Judicial Committee. The Appeals Chair will be responsible for seeking nominations of and voting procedures for the Hunton SAC representative.

MEMBERSHIP IN

A student Chair selected by the House at the same time as the judicial chair. A Don shall attend meetings as a non-voting member.

PROCEDURE

A committee will consist of the Chair and five elected members, elected for one year.

APPEALS

a) An appeal may be launched by a plaintiff or a defendant.

b) An appeal must be in writing, and specify the grounds on which the appeal is based.

c) An appeal is valid only if it has been filed with the Chair of the appropriate Committee within 72 hours of the rendering of a judicial verdict.

d) An appeals Committee must meet to hear an appeal within one week of the filing of an appeal.

e) Following consideration of the letter of appeal, the Appeals Committee may allow or reject the appeal without further hearing.

f) Appeals will be considered on the following grounds:

i) the initial authority had no right to make the decision it made;

ii) the initial authority was biased;

iii) the initial authority did not allow the defendant the opportunity to respond to all the aspects of the case against him/her;

iv) since the initial decision, new facts have come to light which are relevant;

v) the initial authority based its decision on an erroneous finding of fact, made in an unreasonable manner;

vi) the initial authority made an error in interpreting a regulation;

vii) the severity of the sanction was not appropriate.

 

ARTICLE VII - GENERAL PROVISIONS

RATIFICATION

The Constitution shall take effect when it has been approved by 50% plus one of the residents present at a General House meeting. It remains in effect from year to year unless properly revised, repealed or replaced.

AMENDMENTS

The Constitution may be amended from time to time if the amendment receives the approval of three-quarters of the residents present at a properly called General Meeting and afterwards the approval of the University Student Governance Committee.

A proposed amendment must be:

1. Presented by a member of the House Council on behalf of House Council or by petition signed by one-third of the residents of the House.

2.Posted publicly for at least four days before the General Meeting.

DISSOLUTION OF THE COUNCIL

The House Council may at any time, by simple majority vote of its members, dissolve itself and call for new elections within two weeks of the dissolution vote.

The House, in a General Meeting, may force the resignation of the House Council and/or the House President by a vote of 75% plus one of the residents of the House.

In cases where Council is forced to resign, or resigns, or the House President is forced to resign, or resigns, elections for a new Council and a new House President shall be held within two weeks of the resignations. In the case of the dissolution or resignation of the House Council, a temporary House Committee will be formed and will consist of the Don(s), and one Monitor elected by the monitors. Honoraria will be paid proportionally to the period of time worked.

 

HUNTON HOUSE BY-LAWS

(Ratified by University Student Governance Committee)

(As of August, 2010)

The document of May 1989, entitled Policies and Procedures for Student Governance by the Board/Senate Committee on Student Discipline provides for the establishment of a constitution and by-laws for each residence of more than 24 students.

All offenses not specifically reserved to the House Judicial Committee will normally be heard by the University Judicial Committee.

Students wishing to fine other students, have the right to do so anonymously and must contact a Residence Assistant  with all information within 48 hours of the offense.

Note: Students are not protected from municipal, provincial or federal statutes.

SECTION A

Offenses to be heard by the University Judicial Committee include:

1. Theft of University property

2. Deliberate or negligent damage of University property.

3. Misuse or abuse of fire equipment and fire alarms.

4. Unauthorized possession or misuse of keys.

5. Deliberate or negligent breakage of glass, including bottles.

6. Unlicensed parties.

7. Any form of harassment, assault or threats.

8. Drug offenses.

9. Conduct detrimental to the good order of the university.

10. Failure to comply with the directives of an authorized University official acting in an official capacity.

SECTION B - GENERAL RULES AND REGULATIONS

House Staff DO NOT have to give warnings. Warnings are merely a courtesy.

It is the responsibility of ALL Hunton House residents to read and understand this Constitution so that there is NO confusion over the rules. Questions should be asked prior to violation - “I didn’t know” will NOT be an excuse. It is also recommended that incoming residents review the Residence Life Handbook.

1. Any person is subject to the rules and regulations of Hunton House while in Hunton House.

2. Residents of Hunton House are responsible for actions of their guests while in Hunton House or at any University function. Responsibility includes paying of all fines levied on the guests. Residents with overnight guests are expected to inform the RA of their length of stay. Gueasts are not to stay longer than 3 nights consecutively without permission of the RA.

3. Residents of Hunton House are responsible for their own personal property in rooms or in storage. They should also inquire as to coverage by parents home insurance.

4. Pets are not permitted in Hunton House with the exception of fish. Cleanliness is mandatory with the possession of pets or the privilege will be revoked.

5. Persons will be held in contempt of Council or the House Judicial Committee for failure to appear as summoned, or failure to pay fines already imposed. Written proof of compassionate reason may be presented to the Committee for dismissal of the charge above, subject to fines as decided by the House Judicial Committee.

6. Persons found guilty of one offense three times, or any combination of offenses, may be requested to see either the Don or the Director of Student Life (the choice being that of the Judicial Committee).

7. Persons having outstanding fines or House fees by the end of the academic year shall have their records forwarded to the Director of Student Life for collection against issue of final marks or credit standing. Payment of fines, etc., must be in cash or certified cheque.

8. All fines levied must be paid within one week, unless alternate arrangements have been made with the Judicial Chair.

9. All House residents are required to pay House fees of $85 and a damage deposit of $25 by September 30th. If not paid by this date, a fine of $5.00 a month will be imposed. Residents who have not fully paid will be refused entrance to House functions. The damage deposit will be put in a damage deposit account. At the beginning of the next year, a decision will be made about what percentage of the previous year’s total in the damage account remains. Residents of the previous year may apply to the Secretary-Treasurer for a refund of their own damage deposit in an amount proportional to the percentage left in the damage account from the previous year.

10. Persons purchasing any article for the House may be reimbursed only with presentation of a receipt and with prior consent by a member of House Council.

11. The Hunton House Lounge is for the following activities in this order:

a. House meetings

b. Watching TV/relaxing

c. Studying

12. Canvassing and soliciting by persons outside the University community shall not be permitted without permission of the Don.

13. Co-habitation is strictly prohibited in Hunton House and is defined as any stay longer than three nights by a non-resident of Hunton House.

14. Thefts committed in residence are serious offenses. Theft of University property will be heard by the University Judicial Committee. Theft of House owned property will be heard by the House Judicial Committee and a fine will be levied, subject to the severity of the offense and with a fine amount subject to consideration by the Judicial Chair.

15. Only authorized persons shall enter any residence room without prior permission of the occupant, by any means whatsoever. These personnel include Monitors and Dons. Any person found violating this By-law shall be subject to a minimum fine of $50.00.

16. No person, resident or non-resident, shall illegally remove products, stock, or property from the vending machines present in the House. Any person found violating this By-law shall be subject to a formal report being filed with the owner of said machines who are free to pursue any measures they see fit.

17. Persons found damaging laundry machines will be subject to a hearing before the University Judicial Committee. Those found interrupting the due process of any other persons wash shall be liable to a hearing before the House Judicial Committee and to a fine of $20.00.

18. Weapons and ammunition are not allowed on campus.

19. Residents are responsible for keeping the building and its furnishings in the condition in which they were found in September. Restitution for loss, damage or accelerated deterioration is mandatory.

20. Hunton House is non-smoking throughout all student rooms and the common areas as well as within 10 meters of an entrance to the building. Minimum fine is $75.00.

21. Residence Assistants have the power to levy summary fines up to $25.00 on the spot for any offense subject to House discipline. Residents who disagree with the fine may request a full hearing before the Judicial Committee.

SECTION C:

Offenses Specifically Reserved to the House Judicial Committee

The penalties shown in the list below are minimum penalties for the first offense. If a students first charge is for quiet hours, entering/exiting a fire exit, not cleaning up of vomit in the case of excessive drinking, lit candles and excessive slamming of doors, then the fine is a summary one (i.e. no hearing necessary). For summary offenses, the RA will give a copy of the fine notice to the charged student, the House Judicial Chair, the House Dons, and the House Treasurer. If there is disagreement, the defendant must indicate so to the Judicial Committee within 72 hours. The case will be heard in House Judicial. If the charge is for any other offense or if it is a second offense for any of the charges the case is then heard by the Judicial Committee. Second offenses may receive more than the minimum.

1.Violations of quiet hours are those that occur at times those listed below under quiet hours:

QUIET HOURS

Sunday to Thursday: 

7:00 p.m. - 9:00 p.m.

10:00 p.m. - 7:00 a.m.

Friday and Saturday: 

2:00 a.m. - 11:00 a.m.

During 23 hour quiet hours there will be one grace period, where talking in the hallways, etc., is permitted from 5:00 p.m. to 6:00 p.m. and one relaxed quiet hour period from 9:00 p.m. to 10:00 p.m.

1. Mutual consideration is expected from all residents and their guests during quiet hours. The accuser must notify the accused within 24 hours. For the first offense, a resident will be charged $20.00. For each additional offense the fine will increase by $5.00.

2. Fire escape doors and escapes may not be used unless during an emergency. A minimum fine of $25.00 will result from violation of this By-law.

3. No person is permitted on the fire escape except during fire alarms and fire drills. Persons found in violation of this By-law will be subject to a minimum fine of $25.00.

4. It is a House Council offense for any person to be on the roof of Hunton House or the roof over the front entrance, and any person found in violation of this By-law is liable to a fine of $50.00.

5. Each resident is responsible for his/her own actions when using House facilities. Each resident shall be responsible for cleaning up his/her mess in the public areas such as the T.V. room, laundry room, kitchen or washrooms, etc. Minimum fine $20.00.

6. Any intoxicated person who vomits or requires care must pay a fine of $20.00 directly to the person who had to care for them.

7. Propping entrance doors open is a House Council offense unless that door is supervised the entire time it is ajar.  Persons found in violation are subject to a fine of $25.00.

8. Giving out Hunton House main entrance keys, or in the case of a double room, ones room key, to anyone at all is a serious offense. Students in singles or single double rooms may give their room key to a visitor who is already in the House. The fine will be no less than $100.00.

9. Lit candles or open flames are not permitted in rooms. Persons found in violation of this By-law will be subject to a minimum fine of $50.00 on the first offense and $100.00 on the second occasion.

10. It is an offense to slam a door in Hunton House. Fine $5.00. An example of door closing (properly and improperly will be demonstrated only once for the guilty party).

11. Practical jokes (pranks) involving water and fire are completely forbidden in all parts of Hunton House. Students responsible for such pranks will be charged accordingly for replacement of University and/or personal property and may be subject to a hearing before the House or the University Judicial Committee depending on the offense.

12. The habitual requiring by House staff to open locked rooms will result in first unlock free then: 

Monday to Friday:

midnight to 8:00 a.m. - $4.00

8:00 a.m. to midnight - $2.00

Saturday and Sunday:

midnight to 11:00 a.m. - $4.00

11:00 a.m. to midnight - $2.00

At the discretion of the RA.

Half the monies collected from this fine will be returned to the House.

13. Anyone caught excessively knocking at the front door will be fined $25.00.

14. No Hunton resident shall leave finished laundry in a machine longer than 20 minutes. If this happens, the Dons, Residence Assistants, House Executive and Sub-Executive have the ability to place clothes, wet or dry in a garbage bag. Clothes will be held until a minimum fine of $10.00 is paid or until payment is negotiated.

15. All members of the House Council are required to sign an agreement of Confidentiality before incoming students arrive for the academic year. House council members granted information in confidence must keep this information totally and completely confidential, unless it is shared with other members of the House Council who have also signed the aforementioned form. Any House Council member found to have divulged personal information held in confidence will receive a fine of no less than $200.00 (Subject to larger fine after review by the Judicial Chair and his/her committee).

16. Those who practice extortion in an attempt to extort information from the aforementioned House Council members will be subject to a fine of no less than $100.00 (Subject to larger fine after review by the Judicial Chair and his/her committee).

SECTION D:

Open Liquor Policy:

a. The Liquor Policy shall apply only to the hallways, stairways, and common areas of Hunton House.

b. Liquor will not be consumed in hallways and stairways of Hunton House when unlicensed. However, alcohol may be consumed in the lounge consistent with the Residence Community Alcohol Policy.

c. A resident or guest may move from room to room with liquor only if the container is closed or its opening is covered by his or her hand. The resident must move directly from one room to another without loitering.

d.During licensed events liquor may only be consumed in hallways, stairways and common areas from plastic containers or cans.

Those found with open alcohol, consuming alcohol or with glass bottles while under the influence of alcohol in the aforementioned prohibited areas will be subject to a fine of $20.00. Bottles may be transported in bags in order to prevent them from breaking if dropped.

SECTION E:

Other:

Any other House infraction not covered by these By-Laws which is clearly not within the jurisdiction of the University Judicial Committee and which is considered not to be in the best interests of the House shall be an offense. Fine to be assessed by the Chairperson of the Judicial Committee and the House Don(s). This fine, like any other may be appealed.

All visitors must obey Hunton House By-Laws.
